LONDON BOROUGH OF TOWER HAMLETS BUDGET CONSULTATION WITH BUSINESS RATE PAYERS Requirements of Section 65, Local Government Finance Act 1992 The London Borough of Tower Hamlets is currently in the process of preparing and agreeing its budget for the 2015/2016 financial year. In accordance with section 65 of the Local Government Finance Act 1992, part of this process is a duty to consult with business rate payers or their representatives. The budget process for 2015/2016 involves decisions being formulated over the levels of expenditure for Council services under the following headings in accordance with the timetable set out below. The Current Year (2014/2015) The legislation requires that the Authority provides: • The Authority’s original estimate of its total expenditure and income; • The Authority’s latest estimates of the total of its revenue expenditure and income; • The total of its expenditure for capital purposes. Next Year (2015/2016) The Council’s Cabinet is currently considering proposals for revenue and capital expenditure for 2015/2016. The Council will formally approve the budget and council tax levels for 2015/2016 on 25th February 2015. General Fund Revenue Estimates The draft budget proposals have already been presented to Cabinet on the 7th January 2015. The budgets will be finalised in February 2015. A comparison between the 2015/2016 draft proposals and the 2014/2015 original and latest budgets will subsequently be made available. The 2014/2015 latest budget represents changes that have been agreed by the Council during the 2014/2015 financial year. Capital Estimates A report detailing the projected resources available to fund the 2015/2016 capital programme was presented to Cabinet on 7th January 2015. The Council will formally approve the resources for the capital programme and individual capital schemes on 25th February 2015. Housing Revenue Account Estimates The Housing Revenue Account estimates and rent levels report was considered by Cabinet on 7th January 2015 and will be considered again on 4th February 2015. Copies of the above reports have been sent to the following business rate payers’ representative organisations: British Bangladesh Chambers of Commerce, Docklands Business Club, and the Federation of Small Businesses.
