If you are claiming benefits, you may be affected. Households who are not in work or have less than 24 hours work per week will be affected most. The impact of these changes could be serious and some households may no longer be able to afford their current housing costs. Tower Hamlets Council and its partners are helping prepare residents for the Government changes. You can also call our benefits advice line on Your views wanted on dog control orders BY SARAH MCLAUGHLIN RESIDENTS are being asked to air their views on council proposals for the introduction of five new dog control orders. The borough continues to suffer from the problem of dog fouling, despite the best efforts of the council to clear it up. The orders are being considered as a way of improving public spaces for everyone in the borough. The new orders would seek to give greater powers to the council in tackling the problems of dog fouling and dealing with irresponsible dog owners. They would create the following offences: ■ dog fouling on all land accessible to the public with or without payment; ■ allowing dogs into children’s play areas and fenced sports areas; ■ having dogs ‘off lead’ on the highway and in car parks; ■ failure to place a dog on a lead when directed to do so; ■ being in control of more than four dogs. The council would like to hear views from the public on these proposed new orders. New orders are being considered to improve public spaces All comments received during the consultation period will be considered before deciding whether to proceed with making a dog control order. Responsible dog-owners should not fear these measures and there is no suggestion that there will be a general ban on dogs being off lead in parks and open spaces. There has been some comment on social media about the proposed “dogs on lead by direction” order. For clarification this order would only allow a council officer to require a doghandler to put their dog on a lead in a face-to-face situation when a dog was causing, or was likely to cause, a nuisance. This order would not be applied by the permanent placing of notices, for example in parks. The permanent restriction on dogs would apply only to children’s play areas and fenced sports areas.
